Analysis on Government Guarantees for Public Library Resource Construction

Abstract


It is the premise and basis of public library services that the premises, documents, manpower, equipment and system is taking such as the supply of resources, and because of the public library as a public welfare institution, the funds can only be borne and guaranteed by the government. In this paper, the government to protect the public library resource construction is analyzed. The article thinks: Must strengthen the function of public library undertaking fund, by clearly defining the rights of the government at all levels, to determine the financial power of governments at all levels, the reform of public cultural capital investment, the implementation of financial incentives to encourage and support the development of public libraries.
